Welcome to my webpage. The objective of my webpage is to uncover the missing justice in our court system. Before becoming Illoinois Senator, Kevin Kehoe while guardian at litem for the Macon County State's Attorneys office petitioned the court for a change of venue.

IN THE CIRCUIT COURT OF THE SIXTH JUDICIAL CIRCUIT MACON COUNTY, ILLINOIS IN RE THE INTEREST OF: )

) No. 92-J-98 and

UNIQUE DREAM WILLIAMS and ) 94-J-564 ATRUE DREAM WILLIAMS, ) minors. ) PETITION FOR APPOINTMENT OF SPECIAL PROSECUTOR NOW COMES Assistant Public Defender KEVIN L. KEHOE, as duly appointed guardian ad litem for the minors herein, and moves this Honorable Court, pursuant to 55 ILCS 5/3-9008, for the appointment of a special prosecutor to prosecute or pursue on behalf of, to perform the duties of, and to otherwise represent the interests of the Petitioner in each of these actions, namely Lawrence F. Fichter, State's Attorney of Macon County, Illinois. In support of this Petition, the undersigned states as follows:

1. The parents of the minors have made numerous allegations concerning a personal vendetta or conspiracy by the State's Attorney and his staff against said parents and their children.

2. The aforementioned allegations of a personal vendetta or conspiracy have been in both oral and written form.

3. The State's Attorney and his staff have a history of involvement with criminal charges against the parents of the minors.

4. Some of the aforementioned involvement resulted in pleas of guilty by said parents, but other of those charges have been dismissed by the State or were successfully defended by the parents.

5. Other citizens in Macon County apparently believe that the State's Attorney and his staff are involved in a personal vendetta or conspiracy against the parents of the minors.

6. Allowing the State's Attorney and his staff to continue to prosecute this case might result in the appearance of impropriety, particularly considering the allegations made by the parents of the minors and the apparent agreement of various citizens with that position.

7. Allowing even the appearance of impropriety in this case might tend to weaken the faith of certain citizens in the judicial system and, at least in the eyes of those citizens, taint any subsequent rulings by this Court.

8. The Emergency Motion to Terminate Visitation that was recently filed herein by the State's Attorney referred to the parents of the minors "utilizing the children as pawns."

9. The allegations of the parents referred to in paragraphs 1. and 2. of this Motion allege that the State's Attorney and his staff are also utilizing the children as pawns in the furtherance of their personal vendetta or conspiracy.

10. It would be in the best interests of the minors if neither the parents of the minors, nor the State's Attorney and his staff, could utilize or be accused of utilizing the children as pawns in their apparent struggle.

11. In his Motion for Leave to Withdraw as attorney for the parents of the minors that was recently filed herein, Richard A. Hopkins states that his clients "refuse to file or authorize their counsel to file motions for appointment of a special prosecutor."

12. The aforementioned Motion by Richard A. Hopkins is evidence not only of the belief of the parents of the minors that the State's Attorney and his staff have a conflict of interest in these cases, but also that said parents perhaps continue to pursue their struggle with the State's Attorney rather than considering the best interests of their children.

WHEREFORE, Assistant Public Defender KEVIN L. KEHOE, as guardian ad litem for the minors, hereby requests that a special prosecutor be appointed by this Honorable Court pursuant to 55 ILCS 5/3-9008 to perform the duties of the State's Attorney and his staff in Case No. 92-J-98 and in Case No. 94-J-564.

This article appeared in the Decatur Hearld Review, June 28th 1997. To this date January 18th 2008 there still has been no investigation into what happened to Napoleon Williams ,his family ,and Black Liberation Radio. Black Liberation Radio operator cites concerns about his children,
station's lack of impact

DECATUR -- Black Liberation Radio operator Napoleon Williams will have
to shut down his unlicensed radio station if he is to have any chance at
probation following a felony eavesdropping conviction, a judge said
Wednesday.
So on Monday, Nov. 30, Williams says he will close up shop on the
station he's run for the last eight years from locations throughout the
city. Williams said he has two children at home to consider and the
station is no longer drawing the kind of unity in the community that it
once did.
It took a Macon County jury a little more than an hour in August to
convict Williams of two counts of felony eavesdropping for recording
conversations with social service workers without their permission and
later broadcasting the conversations over the airwaves. He could face
anywhere from probation to six years in prison for the offense.
Associate Macon County Circuit Court Judge Scott Diamond on Wednesday
told Williams that if he is to possibly receive the lesser of those
penalties he can no longer operate the station. Diamond cited an August
New York Times article chronicling the shutdown of several unlicensed
stations in Miami by law enforcement officials as an example of the
illegality of such stations.
Williams is scheduled for sentencing Dec. 17.
''This is the problem I see with probation,'' Diamond said. ''One of the
conditions of probation is that you not violate the law. However, it's
clear that the defendant has what's known as a micro-radio station.
''If he wants probation, one of the things he would have to do is say
'Judge, I'm not going to violate the law and I'm going to turn off my
radio station.' ''
Diamond's comments came during a Wednesday hearing in which Scott Ealy
of rural Effingham -- Williams' attorney -- sought a dismissal of his
client's conviction or a new trial. During the hearing Ealy argued,
among other things, that Williams did not receive a fair trial because
jurors were unfairly influenced by attorneys from the Illinois Attorney
General's Office, which prosecuted the case.
Ealy said one of those attorneys crossed the line during opening
arguments by asking jurors to step into the shoes of the victims in the
case. Ealy's objection was overruled by the judge. Ealy said there are
plans to appeal the case.
''The role of the jury is to be neutral,'' he said. ''Just seconds into
(its) argument the Attorney General's office pulled the jury outside its
proper role.
''It's never proper behavior to tell the jury to put themselves in the
place of the alleged victim.''
Assistant Attorney General Delores Hurley said the courts acted properly
in allowing her office's line of questioning.
Diamond, who declined Ealy's motions, later said, ''The defendant is not
entitled to a perfect trial, he's only entitled to a fair trial and I
feel the defendant had a fair trial.''
Williams, in shutting down Black Liberation Radio, said he's grown weary
from the lack of community support in the case in recent months --
support he said he always hoped the station would help provide.
''I have to be around to continue to protect my kids; I've got two boys
that I've got to think about and I don't know what they would do to my
sons if they put me in jail,'' he said. ''My life will be better without
the station.''
Williams was quick to add, however, that just because the station goes
off the air doesn't mean he will give up his fight. He said shutting the
station has been the primary focus of law enforcement officials since
the station was raided in January 1997.
For years Williams also has claimed that law enforcement officials and
employees of the Department of Children and Family Services have
conspired to keep his two other children, Unique, 9, and Atrue, 4, from
him and their mother, Mildred Jones.
''They might win this battle, but this is a war,'' he said. ''I'm making
a decision that's best for me and my family.
''But this is not a case that should go away just because the radio is
no longer on, but I would rather continue fighting them from out here
than in the penitentiary.'
